911: active emergency — vehicle in a travel lane, on a bridge deck, in a tunnel, blocking a fire lane, injury or accident scene, or active medical emergency. Police and EMS handle.
311: non-emergency — illegal parking, dead vehicle on a residential street, abandoned vehicle, noise, complaint about a tow operator, file DCWP violation. Routing only — no on-scene response.
