If you're charged above the cap, document and dispute. File 311 / DCWP complaint. Pay under protest, get the itemized receipt, then go after recovery.
These caps apply only to private-property tows (you parked in an unauthorized lot). Customer-requested tows (you called for service) are different — our $249 / hour rate is for customer-initiated work.
